COUNCILMEMBER RYU STATEMENT ON COUNCIL ACTION TO PRIORITIZE AIR CONDITIONING FOR VULNERABLE RESIDENTS

LOS ANGELES - City Council approved a motion today introduced by Councilmember Ryu seeking to reclassify air conditioning as a service requiring urgent repairs, allow tenants to install window air conditioners in their units, and identify funding to incentivize and assist property owners with the costs of installing air conditioning in multi-family buildings for vulnerable residents.

“We’re facing a series of unprecedented heat waves at a time when access to indoor air-conditioned spaces is severely limited,” Councilmember Ryu said. “This is an equity issue. Too often, it’s seniors, communities of color, and low-income residents who lack air conditioning and face severe health outcomes as temperatures continue to rise. As we face a warming city, our solutions must be centered around the communities that are most often left behind.”

Councilmember Ryu has also pushed to expand the City’s tree canopy, with stronger legislation to protect trees and a more well-funded Urban Forestry Division.

A recent study showed that in cities across the U.S., historically redlined neighborhoods are several degrees warmer today than previously A-graded neighborhoods. In Los Angeles, it’s created a more than 7 degree difference between high-income white neighborhoods and lower income neighborhoods of color.
