On Wednesday, Governor Jerry Brown signed AB25 (Nazarian), which allows municipalities in California new authority to require the use of headphones on open-air tour buses and limit the streets they can operate on. Ryu Introduces Dual Motions to Regulate Tour Buses

On the heels of State Assembly Bill 25, Councilmember Ryu brings two motions to enact tough reforms to tour bus industry in Los Angeles

Los Angeles -- Today, Councilmember Ryu introduced two motions to bring new regulation to tour bus operators in Los Angeles. On Wednesday, Governor Jerry Brown signed AB25 (Nazarian), which allows municipalities in California new authority to require the use of headphones on open-air tour buses and limit the streets they can operate on. Councilmember Ryu’s motions aim to achieve both. Today, he released this statement:

"Today, I introduced motions that would put in place common-sense rules to guide how tour buses should be able to operate in the City of Los Angeles.

“These motions would require the use of headphones on all tour buses in Los Angeles, and instructs the Los Angeles Department of Transportation to study which streets are unsafe for these tour buses to drive on, and would allow the city to restrict tour buses from streets where their operation would pose a serious public safety risk.

“Every day, dozens of these tour buses wind up narrow hillside roads that simply were not built for this kind of use. Now, we have a chance to ensure the safety of tourists and residents alike.”

Councilmember Ryu’s motion asks the City Attorney to draft an ordinance requiring the use of headphones on open-air tour buses, and instructs the Department of Transportation, with assistance from LAPD and LAFD, to report back to the City Council within 30 days with a list of routes or streets, particularly including hillside substandard streets, which are unsafe for tour buses to operate on.

“Neither of these motions would have been possible without AB25, which the Governor signed this week, allowing cities across California authority to curb hazardous tour bus operations. I commend both Assemblymember Nazarian for introducing this bill in the State Assembly, and Governor Brown for signing it into law.”

“This has been a growing issue in my district for years. Tourism is a key ingredient to the Los Angeles economy, but rogue tour bus operators and their illegally modified vehicles pose a serious threat to public safety. I am incredibly pleased to see the State of California give municipalities the power to take this issue on, and look forward to bringing relief to countless neighborhoods here in Los Angeles.”

These motions were seconded by Councilmember Rodriguez, and will be heard in the City Council in the coming weeks. Read the full motions here.
