PRESS RELEASE: Councilmember Ryu Calls for the State to Suspend Costa Hawkins

LOS ANGELES - Councilmember Ryu called for the suspension of Costa Hawkins, a State law which limits rent control measures in California, in a letter sent to Governor Gavin Newsom and leaders in the State legislature today. Citing unprecedented economic hardship caused by the Coronavirus pandemic, Councilmember Ryu said Costa Hawkins should be suspended for the duration of the Coronavirus pandemic to ensure rent increases can be halted on all rental units.

Councilmember Ryu Calls on Governor Newsom to Suspend Costa Hawkins

LOS ANGELES - Councilmember Ryu called for the suspension of Costa Hawkins, a State law which limits rent control measures in California, in a letter sent to Governor Gavin Newsom and leaders in the State legislature today. Citing unprecedented economic hardship caused by the Coronavirus pandemic, Councilmember Ryu said Costa Hawkins should be suspended for the duration of the Coronavirus pandemic to ensure rent increases can be halted on all rental units. 

“Costa-Hawkins does not help us keep the people of California safe in their homes, and in fact makes it harder for cities like Los Angeles to protect its residents from displacement,” Councilmember Ryu said. “Governor Newsom has been a true leader throughout this pandemic, and I hope he will lead in protecting all Californians from rent hikes and increased housing insecurity.”

Councilmember Ryu has been calling for a freeze on rent increases, as well as national rent and mortgage forgiveness, since the Coronavirus pandemic shut down most economic activity in Los Angeles and across the United States. In a City Council meeting on April 22nd, a motion co-introduced by Councilmember Ryu to freeze rent increases in the City of Los Angeles was voted down after the City Attorney argued that Costa Hawkins prevented the City from enacting such protections.

Costa Hawkins was passed into law in 1995 and bars California jurisdictions from expanding rent control policies. In Los Angeles, it is why only apartments built prior to 1978 are subject to the Rent Stabilization Ordinance. Councilmember Ryu has previously called for Costa Hawkins to be reformed to prevent homelessness and curtail extreme rental prices.
