LOS ANGELES - Today, the Los Angeles City Council approved an ordinance extending the freeze on rent increases ordered by Mayor Eric Garcetti on March 30. That order halted rent increases on all apartments subject to the City’s Rent Stabilization Ordinance (RSO) during the local emergency period and for 60 days following. The ordinance passed today includes an amendment introduced by Councilmember Ryu extending that freeze on RSO rent increases to one year following the emergency.

Ryu Amendment for a 1-year freeze on rent increases becomes law

LOS ANGELES - Today, the Los Angeles City Council approved an ordinance extending the freeze on rent increases ordered by Mayor Eric Garcetti on March 30. That order halted rent increases on all apartments subject to the City’s Rent Stabilization Ordinance (RSO) during the local emergency period and for 60 days following. The ordinance passed today includes an amendment introduced by Councilmember Ryu extending that freeze on RSO rent increases to one year following the emergency.  

“We are not just in a public health emergency, we are in an economic emergency,” Councilmember Ryu said. “It’s not just about providing relief now - but building the road to recovery. When this emergency passes, millions of Angelenos will be left with more debt and fewer job opportunities. The least we can do is ensure that they don’t face a rent increase while they’re trying to get back on their feet.”

The RSO limits the amount landlords are able to increase rent each year. It covers most apartment buildings built before 1978 in Los Angeles, or about 624,000 units. A state law called Costa Hawkins restricts California cities from expanding rent control or rent increase freeze policies to newer units. Last week, Councilmember Ryu led a coalition of Los Angeles City Councilmembers urging Governor Gavin Newsom to suspend Costa Hawkins during the pandemic. Today, the City Council also unanimously approved a Resolution calling for Costa Hawkins to be suspended.
