Rick Halvorsen, the former chairman of the Warren County Republicans, who pleaded guilty to incest was arrested again last week for breaking a no-contact order. According to a police report, Halvorsen followed his daughter while she was at work Sept. 24. The former GOP chairman was arrested in May for reportedly performing sex acts with the same adult daughter between June 1 and Oct. 30, 2016. Halvorsen allegedly drove by his daughter's place of work and made eye contact with her. His daughter and a witness then left work to get another vehicle parked at Simpson College. Halvorsen allegedly followed the two and the witness got a picture of him. The daughter and her coworker took the picture to the police department, and while they were explaining the situation to the police, Halvorsen allegedly drove by the police department twice. According to police officer Brian Stern, Halvorsen was driving much slower than the posted speed limit of 25 mph. Stern followed Halvorsen in a patrol car and pulled him over. Halvorsen said he and his wife had been driving around town for approximately two hours and had not been following his daughter. Stern told Halvorsen he'd seen him drive by the police department more than once, but Halvorsen denied the claim, according to the report. "Halvorsen was very upset and stated that his daughter was a liar and that we were harassing him," Stern stated in the report. Stern asked Halvorsen to step out of the vehicle, but Halvorsen refused. Officer Jay Hackett arrived to assist Stern, and the two officers had to tell Halvorsen multiple times to get out of his vehicle. Halvorsen was placed under arrest and his cellphone and wallet were given to his wife. Halvorsen's wife told the officers he did nothing wrong, according to the report. Halvorsen was then transported to the jail and was "very verbally abusive towards officers throughout the incident, screaming repeatedly and calling me a 'jack ***' and 'piece of **** multiple times,'" according to the report. Halvorsen was bailed out on a $500 bond Sept. 25. A contempt hearing is scheduled for 9:30 a.m. Oct. 11. A sentencing date for the incest charge has been scheduled for Nov. 6. Halvorsen served as chairman of the Warren County Republicans from 2014 to 2017. According to a biography on Halvorsen on the Warren County GOP's website, he served at least three terms as chairman and was co-chair of the local party for several years.
